Regulation

The Regulations was changed on 17 May 2008. In text they are marked with italic and asterisk ( * ). 

Art. 1. Purpose and Organizers 

1.1. The purpose of the International Festival for Web is to encourage the best Web sites created during the last two years by awards and to promote the good practices in the area of Web content, design and functionality. 

1.2. The Web Festival is jointly organized by the Bulgarian Web Association and Mediamixx Group from 4 to 8 June 2008 in the Black Sea Resort Albena, Bulgaria.

1.3. The Festival activities will be covered on organizers’ Web sites www.albena.bwa.bg and www.mediamixx.info.

Art. 2. Categories

2.1. Web sites may submit entry to the following 22 categories:

• Business — corporate communication not belonging to the remaining categories
• Health — medicine, pharmacy and services
• Knowledge — science, education, institutions and services
• Properties — construction, furnishing and services
• Information — portals, inquiries, social contacts, employment and services
• Culture — arts, design, organizations and events
• New media — electronic and Internet publications
• Society — organizations, campaigns, politics, government and law
• Recreation — sports, hobby, leisure time and services
• Press — newspapers and magazines
• Production — industrial production not belonging to the remaining categories
• Radio — radio stations, programs and broadcasts
• Advertising — agencies, studios, consultants, authors and services
• Style — fashion, cosmetics and services
• TV — TV stations, programs and broadcasts
• Technologies — equipment, electronics, computers, Internet and services
• Transport — vehicles, parts and services
• Tourism — travel, dining facilities, regions and services
• Commerce — electronic catalogues and stores not belonging to the remaining categories
• Services — professional services not belonging to the remaining categories
• Finance — banking, insurance, corporations and services
• Foods and drinks — production, cooking, dining facilities, equipment and services

Art. 3. Awards

3.1. Best Web site Jury awards in each of the Festival categories will be conferred.

3.2. Audience awards in each of the Festival categories will be conferred.

3.3. Two special Jury awards will be conferred:

• For best Web site developer
• For best Web site-offered service

3.4. Festival Grand Prix will be awarded:

• For best Web site

Art. 4. Jury and Judgment

4.1. Web sites will be judged by a Jury represented by five Web professionals and one of them will be the chairperson.

4.2. In part of the categories a representative of an industry organization representing the category being judged will also join the Jury.

4.3. The standing Jury members will vote for all Web sites entered whereas the industry representatives will vote for the category they represent only.

4.4. Voting by the Jury will run at two stages:

• Determine the nominations among the Web sites entered in each of the Festival categories
• Determine the winners in each category, the special awards and the Grand Prix

4.5. Each Web site entering a Festival category may be awarded up to 15 points at a voting stage by each Jury member reflecting the following criteria:

• Up to 5 points for idea/content
• Up to 5 points for design/navigation
• Up to 5 points for technical craftsmanship/functionality

4.6. The Jury will vote by nominating three finalists in each category. If several participants appear to have the same score, they will all be nominated and will participate by presentations in the Festival program.

4.7. The special best Web site developer award will be conferred by the Jury to the author who has received the highest evaluation rating according to the following conditions:

• 1 point for each nomination in a category
• 3 points for each first prize in a category

4.8. The special best Web site-offered service award will be conferred after the Jury votes among the finalists in the categories.

4.9. The Grand Prix for best Web site will be awarded to that winner in a category that has received most points in the second stage voting.

4.10. If several Web site finalists have the same highest score, the Jury will vote for the participants with equal score only until a winner of each award is determined.

4.11. The audience will vote by SMS and the Web site that has received most messages in a category will be determined a winner.

4.12. Records, number of points and votes awarded to each site will be kept and calculated by an auditor company presented at the beginning of the Festival.

Art. 5. Rules and Process

5.1. Web sites entered into the competition should have been released online in their current version for the first time after 30 May 2006.

5.2. Each Web site may be entered in one or more categories as each entry in a different category will be subject to separate payment.

5.3. When 3 or less Web sites are entered into a category the Jury will preserve its right to relocate the site/sites entered therein into other appropriate category by giving timely notice to the submitter of the specific site registration form.

5.4. Entries into the Web sites competition will be made online on the site www.albena.bwa.bg.

5.5. Each Web site entry should contain:

• One screenshot of the Website, with dimensions 120×90 px, JPG up to 200 Kb

• Annotations in Bulgarian and English not exceeding 300 characters

5.6. Registrations and accreditations for the Web Festival will be made on-line on the Web site www.mediamixx.info.

* 5.7. 23 May 2008, 6 p.m. is the deadline by which entries and registrations for the competition should be made.

* 5.8. All Web sites entered into the Festival will be released on organizers’ Web sites at 10 a.m. on 26 May 2008.

* 5.9. The nominations for the separate categories will be released on organizers’ Web sites at 10 p.m. on 30 May 2008.

* 5.10. Warnings of breach of the Rules, the technical requirements, copyright or other irregularities may be sent to info@bwa.bg by 6 p.m. on 29 May 2008.

5.11. All warnings will be reviewed on 29 May 2008 by a technical committee of the Bulgarian Web Association.

* 5.12. In case a breach is found, by 10 a.m. on 30 May 2008 an associate authorized person will notify entrants of the decision of the technical committee which may not be appealed.

* 5.13. Voting by the audience will be stopped after 10 p.m. on 4 June 2008.

5.14. On 4 and 5 June 2008 the Web sites nominated in the separate categories will be presented to the Jury and the broad public as part of the Festival program. Finalists should convince the Jury why their Web site should win within 5 minutes exactly.

5.15. Giving prizes to winners in the separate categories will take place from 7 p.m. on 5 June 2008 within the Festival program.

5.16. Winners in the Festival will be released on organizers’ Web sites at 10 a.m. on 6 June 2008.

5.17. Giving Grand Prix for best Web site, the special best Web site developer and best Web site-offered service awards as well as the best Web site awards in the categories TV, Radio, Press media and New media will take place at 9 p.m. on 7 June 2008 within the Festival Gala Ceremony.

5.18. The winners of the two special awards and the Grand Prix of the Festival will be released on organizers’ Web sites at 10 a.m. on 8 June 2008.

Art. 6. Financial Conditions

6.1. To enter the Festival, each entrant will pay an entry fee:

• EUR 100 or BGN equivalence for the first Web site entered
• EUR 80 or BGN equivalence for each subsequent Web site entered

6.2. Bulgarian Web Association members will pay an entry fee:

• EUR 80 or BGN equivalence for the first Web site entered
• EUR 50 or BGN equivalence for each subsequent Web site entered

* 6.3. Entry fees will be paid not later than 6 p.m. on 23 May 2008.

6.4. A Web site in respect of which no entry fee is paid within the term specified in 6.3. will be withdrawn from the preselection of the Festival.

6.5. Entry fee in respect of Web sites withdrawn from preselection is not refundable.

6.6. Bank transfers will be made to Mediamixx Group Ltd. account specified in the payment form upon registration.

6.7. All bank charges will be at sender’s account.

Art. 7. General Conditions

7.1. Compulsory entry condition is the correct and accurate completion of the entry forms.

7.2. Entrants will at the time of completing the entry form declare their consent to the use of the Web sites and the screenshots by organizers for information and advertising purposes and that they authorize them to release the screenshots to public viewing within the competition program of the Festival. The Festival will also have the right to use the Web site address and the screenshots in relation to Mediamixx 08 brand (events, advertisements, release of parts in TV programs, documentation, Internet, etc.) free and without any possible future claims by third parties.

7.3. Personal appearance of nominees and winners or representatives of theirs at the time of the presentation and prize-giving ceremonies is especially important to the protocol of the Event.

7.4. These Rules are available in Bulgarian and English but if any disputes arise the English version will prevail. This is also the basic working language of the Festival.

7.5. Entering a Web site into the competition will mean full consent to the conditions set forth in these Rules.
